The verdict
Upwork works for small AI tasks you can verify yourself, a vetted marketplace like Toptal is worth its premium when you cannot assess candidates technically, and an agency is the right call when the system has to keep working after launch.
Quality is not the issue with an open marketplace. Excellent engineers work on Upwork. AI work is simply hard to judge from a portfolio. A demo that looks perfect proves almost nothing about the four-hundredth real input.
So the useful question is who does the assessing. Every option below answers it differently, and the price differences follow from that answer rather than from the engineering.

Screening done before you look
The straightest upgrade from Upwork when you cannot assess AI candidates yourself. By its own account, Toptal accepts fewer than 3% of applicants. Each engagement begins with a trial period of up to two weeks, unbilled if you are not satisfied.
You still supply the specification and the review. The platform has filtered for engineering ability, not for experience running a model in production, so ask about that directly.

An AI-focused agency

Right when nobody internal can review AI work and somebody has to be accountable in month six. The agency brings its own testing, its own code review and a support arrangement you can put in writing.
It costs more per hour than a marketplace and less than a failed build. The honest limit is scope: for a two-day script, the overhead of engaging a team is not worth paying.

Widest pool, verifiable tasks only
Still the right tool for work you can check yourself. A data-cleaning script, a scraper, an integration with a clear pass or fail. The pool is enormous and the fees are published. Clients pay 5% on the Basic plan and 10% on Business Plus, plus a one-time contract initiation fee.
The freelancer side pays too, which shapes who bids. Upwork's help pages describe a Freelancer Service Fee ranging from 0% to 15% per contract, fixed once the proposal or offer is sent.

Hiring in-house
Permanent owner, slowest start
Correct when AI is the product rather than a feature. An employee accumulates context nobody else can, and that context is what keeps a system correct over years.
The trade is speed and single-person risk. Until you have hired two, everything the system knows about itself lives with one person who can resign.

Common questions
01How do I check AI experience without being technical myself?
Ask for the evaluation set from a past project and how it was used. Anyone who has run AI in production describes a fixed group of real cases with known-correct answers. They will also say how a change was tested against it. Vagueness here is the strongest signal you get without an engineer.
02Is a higher platform fee worth paying for vetting?
It is worth it when you could not run the assessment yourself. Screening replaces work you would otherwise do badly, and AI portfolios hide more than most. If you have a senior engineer who can interview, that premium buys you less.
03Why is Fiverr not on this list?
Fiverr is built around packaged deliverables rather than engagements, which suits design and content better than a system somebody has to keep running. For a one-off asset it is fine, and for an AI build the shape works against you.
04What carries over if I change route mid-project?
The code carries over and the reasoning usually does not. Prompts, evaluation cases, model choices and the decisions behind them tend to live in one person's head. Ask for those in writing at every milestone, whichever route you pick.
