Best IT outsourcing companies for software development in 2026
Seven named firms, checked against their own websites on the same day. You get founding date, headcount and what each one actually builds, ranked by the project size and risk it fits.
The short answer
If you want a single product built and then kept running by one accountable team, a mid-sized specialist firm fits best. If you are replacing a system several departments depend on, a public company with audited financials, like EPAM, is the safer packaged pick.
Hashlogics is one of the firms in this category. We say so plainly, and we have not put ourselves at the top. What we offer is a single senior team that stays on your project after launch. A large vendor's account structure is not built to promise that.
The trade-off is real. You get less bench depth than a firm with tens of thousands of engineers. In exchange, your team does not rotate off the work.
How this ranking was made
Verified
Every fact below comes from the named company's own website, read on 25 August 2026. None of it is copied from a directory listing or a competitor's roundup. Where a vendor's own domain blocked an automated read, we checked the fact against a public filing or the vendor's own content found through search. We say so in that entry.
We favoured US-headquartered firms, since most readers of this page are hiring from the US and want a legal entity they can reach directly. Hashlogics is included as a mid-sized specialist and ranked second, not first. Where a number could not be confirmed on a vendor's own site, we left it out.

- Staff augmentation, dedicated teams, or full project delivery, in the vendor's own words.
- Certifications and public status
- ISO certifications, stock exchange listing, or compliance claims the vendor names on its own site.
- Named fit
- The buyer size and project type the vendor's own positioning targets.

The ranking
Ordered by how many buyers each one fits well, not by size. A firm ranked lower here can still be the right call for your project.
Publicly traded, enterprise programme scale
EPAM was founded in 1993. It has traded on the New York Stock Exchange since 2012 under the ticker EPAM, and reported roughly 61,200 employees for 2024. You can check those numbers against a public filing instead of taking a website's word for it.
That scale is the whole pitch. If you are replacing a system several departments depend on, you need governance and an audit trail behind the build. A single product is not what this size of firm is built to run well.
Best for
- Multi-year enterprise programmes needing SEC-audited financials for procurement
- Organisations replacing a system several departments depend on
Not for
- A single product build with one owner and a small budget
- Buyers who want the same three or four engineers for the whole project
- Founded
- 1993
- Listed
- NYSE: EPAM, S&P 500
Mid-sized specialist, custom software and AI
Hashlogics is one of the firms in this category. We say so plainly, and we have not put ourselves at the top. We were founded in 2017 and are based in Lahore. We build custom software and production AI systems, agents, retrieval and automation, for clients across the US, UK and Australia.
We carry a 4.8 rating on Clutch across 22 reviews. You can read our 22 published case studies directly rather than take our word for it. We do not disclose headcount, because we compete on the team assigned to your project, not on total bench size.
Check us the same way you would check any firm on this page: against our own case studies, not our own claims.
Best for
- One product that needs building and then maintaining by the same team
- AI systems, agents or automation that has to run in production, not stay a demo
Not for
- Programmes needing hundreds of engineers staffed at once
- Buyers who need a publicly listed vendor for procurement compliance
- Founded
- 2017
- Rating
- Clutch 4.8, 22 reviews
US-HQ mid-market specialist, DC-based
10Pearls was founded in 2004 and is headquartered in Washington, DC. Its own site states roughly 2,700 employees across offices that include San Francisco and Toronto, plus delivery centers outside the US. It names software development, data analytics and DevOps as its core services.
If you want a US-registered vendor you can meet in person, this is a real option. Its delivery is not 100% US-based, so ask directly which office would staff your project.
Best for
- US buyers who want a Washington, DC HQ vendor with a named social-impact mission
- Mid-market projects that need multi-region delivery flexibility
Not for
- Buyers who require every engineer to be based inside the US
- Founded
- 2004
- HQ
- Washington, DC

Chetu ↗
25-year US HQ, blended delivery
Chetu was founded in 2000 and its legal headquarters sits in Sunrise, Florida, on a campus it named directly in its own newsroom. Its own site also lists delivery centers outside the US, so its HQ is genuinely American while its engineering staff is split across regions.
Best for
- US buyers who want a Florida-HQ vendor with a 25-year track record
- Work where a blended on-shore and off-shore team is acceptable
Not for
- Buyers who specifically need delivery kept out of South Asia
- Founded
- 2000

- Sunrise, Florida
Latin America nearshore staff augmentation
BairesDev was founded in 2009 and is headquartered in San Francisco. Its own site states 4,000 or more professionals across 50 or more countries, concentrated in Latin America. It names staff augmentation, dedicated teams and full outsourcing as three separate models, and sells same-timezone overlap with US buyers.
Best for
- US companies wanting same-timezone engineers added to an existing team fast
- Buyers who specifically want a nearshore Latin America staffing model
Not for
- Buyers who require an audited public company or a named ISO certification, neither of which appears on BairesDev's own site
- Founded
- 2009
- Stated headcount
- 4,000+
NASDAQ-listed, Fortune 100 accounts
Grid Dynamics was founded in 2006 and is headquartered in San Ramon, California. It has traded on NASDAQ under GDYN since going public. Its own site names ISO 27001 certification and states more than 30 Fortune 100 clients. It markets to enterprise accounts, not smaller buyers.
Best for
- Fortune 100 or 1000 enterprises wanting a publicly listed, ISO-certified vendor for large AI or cloud programmes
Not for
- Small or mid-market buyers outside Grid Dynamics' stated enterprise focus
- Anyone whose procurement rules exclude a vendor with an overseas minority shareholder
- Founded
- 2006
- Listed
- NASDAQ: GDYN
- 07
N-iX ↗
AWS partner, nearshore Europe delivery
N-iX is the one non-US firm on this page, included because its AWS partner status is genuinely hard to match. Its own site states 2,400 or more engineers across 10 countries, with its largest delivery hub in Lviv, Ukraine. It holds AWS Premier Tier Partner status and ISO 9001 certification.
Best for
- Cloud migration or platform work that benefits from an AWS Premier partner
- Buyers comfortable with a nearshore Eastern Europe delivery team
Not for
- Buyers who need delivery staffed entirely inside the US
- Small pilots where a 2,400-engineer firm's account structure is overhead
- Founded
- 2002
- Partner status
- AWS Premier Tier
- Named teamWho is actually assigned, not who is in the pitch deck.
- Code ownershipYours from day one, in your repository.
- Exit termsWhat happens if you stop the engagement early.
- Life after launchWho maintains it once the build is done.
A vendor that hesitates on any of these has told you something useful, whatever its size.
When none of these is the answer
Outsourcing is not always the right move. If you already have a strong internal team, you probably just need two or three extra hands on well-specified work. Plain staff augmentation under your own technical lead is cheaper than a full contract with any firm above.
And if an off-the-shelf product already does most of what you need, configure it instead. The maintenance stays somebody else's problem forever, which no outsourcing contract can promise you.
- 01If your team can own the architecture, staff augmentation alone is often enough.
- 02If a product does 80% of what you need, buy it and build only the difference.
- 03If nobody internally can define what done looks like, fix that before you sign with anyone.

Questions buyers ask
01Why did you leave out Accenture, Cognizant and TCS?+
Those firms operate at a different scale again: tens of thousands of employees across dozens of countries. If you are considering them, you are usually running a procurement process this page is not written for. We focused on firms you could realistically shortlist directly, and verified each one against its own site rather than repeat a directory's list.
02Why did you leave out most European and South Asian outsourcing firms?+
We favoured firms with a US headquarters, since most readers here are hiring from the US and want a legal entity they can reach directly. We kept one non-US firm, N-iX, because its AWS partner credential is hard to match elsewhere. This is a preference we state up front, not a claim that non-US firms build worse software.
03Is a nearshore or blended-delivery vendor a false economy?+
Not inherently. Rework is what actually costs you money, and rework comes from unclear requirements and thin code review, which happen at firms on every continent. Judge a vendor on how it handles an ambiguous specification, not on where its engineers sit.
04You are a software company. Is this page not marketing?+
It is written by an interested party, which is why we disclose it and ranked ourselves second, not first. Judge the page on whether the facts check out against each vendor's own site, and hold us to the same standard as the rest.
05How much does headcount actually matter?+
Less than the number on a homepage suggests. A firm with 60,000 engineers can still assign you three who never worked together before. Ask for the names of the people on your project and how long they have worked together, not the size of the whole company.
