e-Manifest is EPA's national electronic system for tracking hazardous waste from the generator to the facility that receives it. Live since June 30, 2018, it replaces the paper manifest used under RCRA.
Congress ordered the system in the Hazardous Waste Electronic Manifest Establishment Act of 2012. EPA switched it on June 30, 2018. User fees from those who ship on manifests pay for running it.
A manifest, paper or electronic, is a shipment's custody record. It names the waste, the amount, who made it, who hauled it, and which facility signed for it. e-Manifest holds that record once. The generator, the handlers and the regulators all see the same copy.
Why e-Manifest matters more in 2026
e-Manifest stopped being optional in practice on March 5, 2026. That day, EPA proposed its Paper Manifest Sunset Rule (Federal Register 2026-04366). The proposal would end paper manifests about 2 years after a final rule publishes. It would also make transporters, PCB waste handlers and very-small-quantity generators register with the system.
Today the system still ingests paper. Your shipment can run on a printed manifest, and the receiving facility submits the record afterward. The sunset would close those paper routes. Fully electronic and hybrid manifests would be the only ways to move a load.

Manifesting is mandatory; the electronic system is not, yet. A shipment can still run on paper. The record enters e-Manifest when the receiving facility submits it. EPA's proposed sunset rule would close the paper routes about two years after a final rule publishes.
02Who has to register for e-Manifest?+
Receiving facilities carry the submission duty today, so they already hold accounts. EPA's 2026 proposal would extend required registration to transporters, PCB waste handlers and very-small-quantity generators. If the final rule holds that line, most of the waste chain will need accounts.
03Does e-Manifest replace state manifest requirements?+
No. The federal record satisfies RCRA's manifest duty. States can keep their own reporting rules on top of it. Your state program decides what else it wants, so confirm before dropping any state filing.
