Best AI development companies for insurance agencies and brokers

Most lists rank firms that build for carriers. This one ranks seven options for independent agencies and brokers running an agency system.

The short answer

If you want something running this month, Sonant AI is the strongest packaged pick for an agency whose problem is the phone, and Applied Insurance AI is the pick if you already run Applied Epic or EZLynx.

You accept their limits with them: their rules, their integrations and their pricing model. Want the same result on your own terms? A custom build from Hashlogics writes into whatever agency system you run and follows your workflow.

That trade-off is that it is built for you rather than switched on.

What to know before you shortlist

4 things that decide this

  1. 01An independent agency or broker runs on an agency management system such as Applied Epic, AMS360, EZLynx or HawkSoft, and most AI listings were written for carriers instead.
  2. 02None of the big agency systems hands out API keys on request, so ask every vendor which access path its integration uses.
  3. 03Packaged tools win when your problem matches what they ship. A custom build wins when your intake, rater or renewal flow is your own.
  4. 04A person should review every quote or renewal draft, and software should never bind coverage.

How we chose these firms

Verified

We started from the answers AI search tools give today to "companies that build AI for insurance brokers". They draw on ranked lists that vendors wrote about themselves, and those lists name carrier-side firms. We kept firms that sell to agencies and brokers, or that say they do, and one agency-system vendor.

Every fact on this page comes from the firm's own site or its own announcement, read on the date above. We do not quote prices. Hashlogics wrote this page and is one of the firms ranked, so we applied the same tests to ourselves.

Agency fit
Whether the firm says it serves independent agencies and brokers, not only carriers.
Agency-system integration
Which agency systems the firm names, and whether the access path is stated.
Named insurance proof
A named client or published case study in insurance, not a list of industries.
Build model
Packaged product, the AMS vendor's own tool, or custom code you own.
Care after launch
Who keeps the system running once it is live.

Seven options, best fit for an agency first

Ranked on agency fit and the AMS, not on size. Hashlogics is ranked by the same criteria as the rest.

  1. Voice AI receptionist for P&C agencies

Sonant AI is the strongest packaged pick if your agency's pain is the phone. It answers calls, takes quote details, books appointments and writes the call back to your agency system. Its own site says 100+ independent P&C agencies in the US and Canada use it.

On 12 August 2026 Sonant announced a certified integration with Applied Epic. It says the integration reads account data during a call and writes the activity back to the right Epic account. You buy a product and accept its rules, not a build that follows your workflow.

    Best for

    • Agencies that lose quotes to missed or after-hours calls
    • Agencies that want something running before they plan a build

    Not for

    • Renewal sequencing, submission extraction or reporting, which sit outside a phone line
    • Agencies whose call flow follows rules a product cannot be set to
    Type
    Packaged product
    Systems named

  2. Custom AI and software built around your agency system

Disclosure: Hashlogics wrote this page, and this is our own firm. We rank ourselves second by our own criteria. The build follows your workflow, and the price of that is waiting for it: it is built for you rather than switched on.

Our insurance proof is PremiumAudit.io, an AI premium-audit platform. Its case study reports audit cycles 75% faster and calculation errors 95% lower. That is carrier-side audit work. It shows the shape your agency build needs too: documents in, a person checks the extracted data, and results land in a system of record.

For an agency the work is intake to quote, renewal sequencing and reporting against Applied Epic, AMS360, EZLynx or HawkSoft. The first step is to confirm which access path your licence tier allows, because none of these systems hands out API keys on request. A producer or CSR reviews before anything reaches a client, and the software never binds coverage.

Scoping is a free call. Every build starts with a fixed-fee Blueprint, credited in full against the build. If the plan isn't one you'd act on, you don't pay for it. Builds are fixed-price per milestone, and your senior engineer maintains the system after launch under a written SLA or a trained handover.

    Best for

    • Agencies and brokerages with a workflow no product covers, such as ACORD and loss-run intake feeding a rater
    • Insurtech startups and MGAs that want the code and the models handed over

    Not for

    • A buyer who wants to subscribe to a finished tool this month
    • A carrier that needs a claims or fraud platform with a global installed base
    Type
Custom build, fixed price per milestone

  3. AI built into Applied Epic and EZLynx

Applied Systems builds AI directly into the agency systems it owns. If you run Applied Epic or EZLynx, its tools need no sync, because they sit inside the system of record.

Applied says its AI draws on its agency systems and its Ivans carrier network. Its product list includes Book Builder, which finds upsell and cross-sell leads in Epic, and Recon, which handles accounting reconciliation inside Epic. It acquired the insurance AI firm Planck in 2024.

    Best for

    • Agencies already on Applied Epic or EZLynx that want AI with no integration project

    Not for

    • Agencies on AMS360 or HawkSoft
    • Workflows Applied has not packaged, such as a custom intake path unique to your agency
    Type

    Systems named
    Applied Epic, EZLynx
  4. Custom AI agent builder for carriers, MGAs and brokers

Folio3 AI is a custom builder that publishes a guide to custom insurance agents and lists brokers among its clients. It names client servicing, renewal preparation, coverage comparison, certificate requests and submission packaging as broker and agency work.

Folio3 says it has 22+ years in business. Ask which agency systems a past build wrote to, and for a reference at an independent agency.

    Best for

    • Brokerages that want custom agents for servicing and submissions and plan a larger program

    Not for

    • Agencies that need a named AMS integration confirmed on the page before a first call
    Type

    Carriers, MGAs, brokers
  5. Fixed-price custom builds from Dublin and Ahmedabad

RaftLabs builds policy systems, claims automation, underwriting platforms and agent and broker portals. It ranks itself second on its own July 2026 list of insurance AI firms, so read that list as a vendor page.

RaftLabs says on its insurance page that it has no named insurance platform it can publish yet. That is useful to know before you ask for references.

    Best for

    • Teams building a broker or agent portal from scratch

    Not for

    • Buyers who need a named insurance client to call
    Type

    Offices

  6. Large US-headquartered software and AI firm

ScienceSoft's About page says it is headquartered in the US, with its address in McKinney, Dallas area, TX. It was founded in 1989. It has served insurance clients since 2012 and sells LLM work and AI assistants for insurers.

It suits buyers who want a large vendor with formal statements of work. ScienceSoft's insurance pages speak mainly to insurers, so ask how it would handle an agency system like Epic or AMS360.

    Best for

    • Larger brokerages that want a big vendor with US management

    Not for

    • Small agencies that want direct access to the engineer building the system
    Type
    Custom builder
    Size
    500 to 999 employees
  7. Generative AI firm with insurance software work

LeewayHertz builds generative AI and insurance software, including policy management, claims and underwriting systems. Its page announces an acquisition by The Hackett Group.

Published insurance work at LeewayHertz centres on insurers. Ask for an example built against an agency management system before you shortlist it for an agency.

    Best for

    • Insurers and large brokerages that want generative AI inside policy or claims systems

    Not for

    • Independent agencies looking for an AMS-first build

The gap

Independent agencies and brokers are not carriers

A carrier owns the policy, the claim and the underwriting decision. AI work there means fraud scoring, claims triage and underwriting support. Shift Technology, Tractable and Sapiens are carrier-side names that top-ranked insurance lists keep returning. The list we read does not separate agencies from carriers.

An independent agency or broker sells and services policies that many carriers write. Its system of record is an agency management system: Applied Epic, AMS360, EZLynx or HawkSoft. The AI work is intake to quote, renewal sequencing, certificate requests and reporting that the native dashboards do not build.

Access is the first hurdle. Applied Systems runs the Applied Developer Program for Epic. Vertafore opens AMS360 through its partner network. EZLynx and HawkSoft run technology partner programmes too. Carriers also still move much of their policy, billing and claims data as batch files. Your build has to plan for files that arrive on their own clock. Our page on what a real integration involves covers this in full.

  • 01Carrier build: claims, fraud, underwriting, policy administration.
  • 02Agency build: intake, rater fill, renewals, reporting, written back to the AMS.
Where an agency build touches the system of recordLive
  1. SubmissionACORD form or loss run arrives.
  2. ExtractData pulled out of the documents.
  3. ReviewA person confirms before the rater is filled.
  4. Write-backResult saved to Epic, AMS360, EZLynx or HawkSoft.
  5. BindA producer binds. Software never does.

Access to the system of record comes first. The build follows what that access exposes.

Limits

When none of these is the answer

If your only gap is missed calls, buy a voice product and stop there. If your agency system vendor already ships the feature, use it, since it needs no sync at all.

A custom build earns its cost when your intake path, your rater or your renewal rules are yours alone. It also fits an insurtech startup or MGA that wants to own the code. If you are a carrier with claims volume at global scale, the carrier-side platforms above fit better than any agency-focused option.

Bring your agency system's name and one workflow that eats staff hours. A senior engineer will say which option above fits, or what a build on your stack would look like.

Questions, answered

Questions, answered

01What are the best companies that build AI for insurance brokers?+

For an independent broker, Sonant AI is the strongest packaged pick for phone work, and Hashlogics is a custom option built around your agency system. Applied Insurance AI fits Applied Epic and EZLynx users. Folio3 AI, RaftLabs, ScienceSoft and LeewayHertz are custom builders to interview. This page was last checked on 2026-10-07.

02What is custom AI development for insurance agencies?+

Custom AI development for insurance agencies is software written around your own intake, rater and renewal workflow, then connected to your agency management system. You own the result. It differs from a product, which you configure within its fixed rules.

03Can a small agency get API access to Applied Epic, AMS360 or EZLynx?+

Access runs through each vendor's partner programme, not a public signup. The path depends on your licence tier and the modules you run. A good vendor confirms your path before it scopes the work.

04Why are carriers and insurtechs the only firms in most rankings?+

Most rankings are written by vendors that sell to carriers. Their lists favour fraud, claims and underwriting work. Agencies need intake, renewal and reporting work written into an agency system, which those lists rarely cover.

05Why did you leave out Shift Technology and Tractable?+

Both sell to carriers, with fraud and claims tools. This page ranks options for agencies and brokers, so we kept them to the carrier-versus-agency section.

06Can AI bind coverage for an agency?+

No build we scope lets software bind. A producer or CSR reviews each quote or renewal draft first. That keeps the licensed act with a person and keeps an audit trail.

07How does Hashlogics price an insurance agency build?+

Scoping is a free call. Every build starts with a fixed-fee Blueprint, credited in full against the build, and builds are fixed-price per milestone. If the plan isn't one you'd act on, you don't pay for it.
