Best staffing software development companies in 2026

Your best match has shipped compliance, scheduling or timesheet work for staffing agencies and builds around Bullhorn, Avionte, JobAdder or whatever ATS you run.

The short answer

Tateeda is the strongest pick for a staffing agency that wants a US firm with a named staffing client, and Hashlogics (#2) fits when compliance checks must clear a worker before a shift is booked.

The best software development company for a staffing agency has shipped compliance, scheduling or timesheet systems for staffing firms. It builds around the ATS you already run, and it tells you who keeps the system running after launch.

Tateeda, in San Diego, builds and maintains the job-management system for AYA Healthcare, a US travel nurse provider. You accept that its published staffing work sits in healthcare, and its pages name no ATS product.

Hashlogics is the closer fit if you want a system built around Bullhorn, Avionte or whatever you run. The team that builds it keeps running it. We built Shift Link, a UK staffing platform that checks right to work before a worker can be scheduled. The trade-off is that it's built for you rather than switched on. See our staffing work.

How this ranking was made, and our stake in it

Verified

People use this phrase for two different things: firms that place software developers, and firms that build software for staffing agencies. This page ranks the second kind.

We read each firm's own website on 31 October 2026. From each one, we kept only what it shows. That means an address, named staffing work, the systems it names and its support terms after launch. Only US-headquartered firms made the list. Where a site doesn't state a fact, the table says so rather than guessing.

We're one of the five firms, and we compete for this work. Our entry was checked the same way, against our own published case studies, which are linked below so you can test it.

Published staffing work
A staffing or recruiting client, or a staffing build, shown on the firm's own site. Named clients count for more than unnamed ones. A named client in the US market, where these buyers run, counts for more than one abroad.
ATS fit
Whether the firm names the systems agencies run, such as Bullhorn, Avionte, JobAdder or Greenhouse, and says how it works with them.
Compliance depth
Right-to-work, licence and credential checks, and whether they gate a shift or only report on it.
Time and pay
Timesheets, approved hours and the path from hours to pay and the client invoice.
Who runs it after launch
Whether the site says who maintains the system once it ships.

The ranking

Ordered by the five checks above. Every fact comes from the firm's own site, read on 31 October 2026, so you can check each one yourself.

  1. Healthcare staffing systems, built and maintained

Tateeda ranks first because it is the one firm here that names a US staffing agency it builds for. Its site says it develops and maintains the foundational job-management system for AYA Healthcare, a US travel nurse provider.

That work covers registration and vetting of medical specialists, a portal for nursing staff, time tracking and automated financial reporting on rates and commissions. Its blog says nurses and other medical specialists can pick up jobs only after vetting is complete, and its healthcare staffing page describes automated credential checks, including state board verifications, CAQH connections and NPDB queries. It also describes nurse scheduling software for a large nursing agency in California, which it doesn't name. Tateeda is based in San Diego and was founded in 2013.

Its pages name its own BeOnBoard platform and say it offers open APIs to EHR, ATS and payroll, but they name no ATS product. If you run Bullhorn or Avionte, ask how its build would connect to your instance.

    Best for

    • Healthcare staffing firms that want a US team with a named staffing reference
    • Agencies that need time tracking and rate reporting for clinical staff

    Not for

  2. Compliance gates built around your ATS

We build staffing software around the systems an agency already runs, then stay on to run it. Shift Link is a UK recruitment firm supplying temporary staff to healthcare, logistics and warehousing. For it, we built onboarding, document checks and right-to-work verification through the UK Right-to-Work API. Shifts are offered only to workers whose status clears. Shift Link reports 70% less manual compliance verification (client-reported).

That system also runs GPS and facial-recognition clock-in, payroll and margin forecasts on one record. VeriEng, which we also built, keeps engineering licence records across US states, each with its source and the date it was checked. PeopleMuster, our own HR platform, keeps attendance, leave and timesheets on one employee record.

Your ATS, whether that's Bullhorn, Avionte, JobAdder, Greenhouse or something else, stays the record. How deep a build reaches depends on what your account's API allows. Which systems it writes to, and which it only reads, is set per system in the Blueprint.

Senior engineers build it, the founder stays involved, and we've published 40+ case studies with screenshots of the real product. You start with a free scoping call, then a fixed-fee Blueprint, credited in full against the build; if it isn't a plan you'd act on, you don't pay for it. We rank second because Tateeda's named staffing client is in the US, where ours is in the UK, and Tateeda maintains that client's core system. HQ is East Islip, NY, with engineering in Lahore. Clutch rates us 4.8 from 22 reviews.

    Best for

    • Agencies whose right-to-work and credential checks must clear a worker before a shift is booked
    • Buyers who want the team that built the system to keep running it

  3. Builder with a published staffing scope

Kairos Software, in Wake Forest, North Carolina, publishes the clearest staffing build scope of the firms here that name no staffing client. Its staffing article centres a build on timesheet capture and approval, credential tracking with a hard check that stops an ineligible worker being scheduled, and margin reporting, with client portals and invoicing later.

Bullhorn, JobDiva, Crelate and Zoho Recruit appear there as systems built for staffing, and it says QuickBooks should usually stay where it is. It also says that when an agency is small enough for one person to know every placement, rate and credential by memory, an off-the-shelf ATS and a spreadsheet are almost always the right answer. After launch, its Kairos Care plan covers hosting, security patches and ongoing development as an annual subscription.

Kairos ranks third because it names the ATS products agencies run and describes a credential gate and a path from approved timesheets to the invoice. Its pages name no staffing client you could call, though, and staffing isn't among the industries on its homepage.

    Best for

    • Small and mid-size agencies scoping timesheets and margin first
    • Agencies that want the ATS and accounting system left in place

    Not for

    • Buyers who want a staffing client to call before they sign

  4. Large bench, recruiting add-ons

Chetu is a large custom software firm in Sunrise, Florida, founded in 2000, and says it has more than 2,800 software developers. Its recruitment page offers recruitment automation, AI tools that analyze resumes, cover letters and required skills, and AI-driven recruitment chatbots.

It says it can integrate third-party ATS solutions from iCIMS, Bullhorn and Breezy, which suits add-ons to an ATS you keep. The same page lists healthcare staffing software that includes shift scheduling, and its HR menu lists time clock and attendance, payroll and ACA compliance.

Chetu ranks fourth because it names ATS products and lists scheduling, time clock and payroll work, but its recruitment pages name no staffing client and describe no right-to-work or credential checks. Application maintenance and support is offered as a separate service, under SLA guidelines.

    Best for

    • Agencies that want ATS add-ons from a large bench
    • Recruiting teams on iCIMS, Bullhorn or Breezy

    Not for

  5. HR automation work since 2012

ScienceSoft ranks last on the five checks. Its one recruitment case study is for a software product company rather than an agency, its pages name no ATS product, and they describe no staffing compliance or time and pay work. It is headquartered in McKinney, Texas, and says it has worked in HR automation since 2012. Its offer covers recruitment database software, from consulting to implementation.

ScienceSoft's published recruitment case study is a rebuild for a European software company that sells a recruitment SaaS app. ScienceSoft says it reengineered the app on every platform it targets and redesigned the web and mobile apps. That's a product company rather than a staffing agency, so ask for agency work before you shortlist it.

Its recruitment page lists integration types such as applicant tracking and HRIS without naming a product, and lists GDPR compliance under security. After launch, it lists post-implementation support and evolution, and a client on the same page says it has supported and maintained their HR software for six years.

    Best for

    • Companies building a recruitment software product
    • Buyers who want one firm from consulting through post-implementation support

Five questions that test a staffing software firm

A ranking tells you who to call. These questions tell you what to ask once you do. Every firm above, us included, should answer them with a name or a system, not an adjective.

  • 01Which staffing agency can I call about a system you built, and what did it do?
  • 02What did your build write back to the ATS you connected, and which ATS was it?
  • 03How does your build stop a worker with an expired document or licence from being booked?
  • 04Where are hours captured, and how do approved hours reach pay and the client invoice?
  • 05Who keeps the system running after launch, and where is that written down?
The hardest part

Why the compliance check belongs before the booking

UK guidance is plain about timing. According to the government's right-to-work page, you must check that an applicant is allowed to work for you before you employ them. If that permission is time-limited, you check the documents again when it's due to expire.

That second check is where a spreadsheet slips, because it only helps if someone reads it on the right day. In Shift Link, the expiry date drives the worker's status, so the scheduling screen offers shifts only to workers who are cleared.

Edge cases still need a person. A name that doesn't match or an unusual visa condition should go to a consultant with the file attached. Ask any firm how it designs that override: who can approve one, with what reason, and where it's recorded.

The honest part

When none of these firms is the answer

If one person can hold every placement, rate and credential in their head, buy the ATS and stop there. Kairos Software, ranked above, puts it plainly: at that size, "an off-the-shelf ATS and a spreadsheet are almost always the right answer."

If the problem is how Bullhorn is set up, you may need a Bullhorn consultancy rather than a development firm. Newbury Partners, for one, describes its work as Bullhorn optimisation and ongoing support for staffing firms.

A build earns its place when your margin depends on something the ATS doesn't model. That might be a check that must clear a worker before a booking, or pay and bill rules that differ by client. Our ranking of recruiting automation tools covers what you can buy first.

Next step

Get a shortlist for your agency

Tell us your ATS, your payroll and the checks a worker must clear before a shift. On a free scoping call, a senior engineer will say which firm above fits, or what a build would look like. If a build fits, the next step is a fixed-fee Blueprint, credited in full against the build.

Questions, answered

Questions buyers ask

01What is the best software development company for a staffing agency?+

Tateeda is the strongest pick if you want a US firm with a named staffing client. It builds and maintains AYA Healthcare's job-management system. Hashlogics fits when compliance checks must clear a worker before a shift is booked. It built Shift Link, a UK staffing platform that runs right-to-work checks before scheduling. Pick the firm whose published work matches your hardest workflow.

02Which firms build custom software that works with Bullhorn?+

Chetu says it integrates third-party ATS products including Bullhorn. Kairos Software names Bullhorn among the systems agencies run and says its build sits alongside the ATS you already use. Hashlogics builds around Bullhorn, Avionte, JobAdder or whatever ATS you run. Bullhorn's REST API uses OAuth 2.0 and covers entities such as Candidate, JobOrder and Placement. How deep any build reaches depends on what your account allows, so ask each firm to confirm that against your instance.

03Is a staffing software development company the same as a software developer staffing firm?+

No. A staffing software development company builds software for staffing agencies, such as compliance, scheduling and timesheet systems. Software developer staffing firms place engineers on your team instead. If you want engineers placed, see our ranking of staff augmentation companies.

04Should a staffing agency build custom software or buy an ATS?+

Buy the ATS first. As Kairos Software notes, products such as Bullhorn, JobDiva and Crelate were built for staffing. Build beside one when your margin depends on a step the ATS doesn't model. A credential check that must clear a worker before a booking is one example, and pay rules that differ by client are another.

05Can custom software check right to work and credentials before a shift is booked?+

Yes, if it's designed as a gate rather than a report. In Shift Link, documents are checked through the UK Right-to-Work API and expiry dates are stored. Shifts are offered only to workers whose status clears. UK guidance also asks you to check time-limited permission again before it expires, so the expiry date has to drive the status.

06Does AI resume screening in New York City need a bias audit?+

Yes, if the tool counts as an automated employment decision tool. New York City's Local Law 144 bars employers and employment agencies from using one without a bias audit within one year of use. Information about that audit must be public, and candidates must get notice. Ask any firm that builds screening how it logs decisions for that audit.

07Why did you leave out a firm I have heard of?+

Usually because its own site didn't pass a check. Brocoders publishes an ATS build for COMTECH LLC, but the only office its footer lists is in Tallinn, Estonia. RaftLabs lists Dublin and Ahmedabad and names no staffing client. ManoByte's site now describes its work as AI agents for construction and HubSpot.

08How much does it cost to hire one of these firms?+

There is no honest figure until an engineer has read your systems and data, and each firm here prices its own way. At Hashlogics, you start with a free scoping call. Every build then starts with a Blueprint: a fixed-fee plan an engineer writes from your real systems, with a fixed price for each milestone. The fee is credited in full against the build. If the Blueprint doesn't give you a plan you'd act on, you don't pay for it.
